What is the Dubai Municipality engineer exam?
Engineers who work on licensed consultancy or contracting activities in Dubai register through Dubai Municipality's Dubai Engineering Qualification (DEQ) system. Where an activity requires an exam, the engineer must pass the Municipality's multiple-choice accreditation test and meet the experience standards before being linked to the licence. The exams are open to individuals before a company licence is issued.
The exam format
| Booked through | Your individual account on the DEQ system (My Exams, then "Apply for New Accreditation") |
|---|---|
| Format | Multiple choice at a testing centre |
| Main reference | The Dubai Building Code (2021), which works together with the UAE Fire and Life Safety Code of Practice |
| Question count and pass mark | Not published by Dubai Municipality |
| Documents from abroad | Must be attested by the UAE Ministry of Foreign Affairs |
Each activity has its own experience rules, set out in Dubai Municipality's licensing standards for consultants and contractors. Check the standards for your activity before you apply.
What the exam covers
- Dubai Building Code general rules: scope, adoption, definitions, GFA and FAR, alternative solutions
- Structural design and loads: ASCE/SEI 7-16 combinations, DBC dead and live loads, wind and seismic rules for Dubai
- Concrete and steel: minimum strengths, Table F.3 mixes, cover, durability, coatings and fire resistance
- Foundations and geotechnics: boreholes, investigation depth, piles, shoring and dewatering
- Fire and life safety: building height classes, exits, emergency command centres, firefighting lifts, atria and façades
- Accessibility: ramps, doors, lifts and accessible parking under DBC Part C
- Building permits and DM procedures: Decree 45 of 2021 and the DEQ system
- Site safety and supervision: the DM Code of Construction Safety Practice
- Green building: Al Sa'fat and the DBC thermal envelope limits
Free official resources, and what we add
Dubai Municipality publishes the Dubai Building Code free of charge, along with the Code of Construction Safety Practice, the DEQ user guides and a contractor FAQ. There is no official practice question bank. Our 118 questions are original, grouped into 9 topics, and every explanation cites the DBC clause or official document it comes from. Calculation questions (loads, moments, seismic parameters, boreholes, ramps and parking) show the full working.
How to prepare
- Download the Dubai Building Code and read Part A first: it explains how the other Parts fit together.
- Learn the key numbers in Part F: 25 kN/m³ concrete, 3.5 kN/m² car parks, 1 kN/m² minimum wind pressure, fcu 35 N/mm² minimum strength.
- Know the height classes: mid-rise over 15 m, high-rise 23 m to 90 m, super high-rise over 90 m.
- Practise the standard calculations until they are quick: load combinations, wL²/8, FAR, ramp lengths and accessible parking counts.
- Read the scaffolding and excavation chapters of the Code of Construction Safety Practice.
- Practise by topic, then take timed mock exams.

Which decree gave the Dubai Building Code legal force?
- Decree No. 19 of 2025
- Decree No. 45 of 2021
- Local Order No. 3 of 1999
- Law No. 11 of 2010
Answer: B, Decree No. 45 of 2021. Decree No. (45) of 2021 Concerning the Dubai Building Code establishes the DBC, approved by the DM Director General. Decree 19 of 2025 concerns safety in construction work, Local Order 3 of 1999 regulates construction activities, and Law 11 of 2010 concerns vessel licensing. Which edition of ASCE/SEI 7 does DBC Part F mandate for loads?
- ASCE/SEI 7-16
- ASCE/SEI 7-10
- ASCE/SEI 7-22
- Whichever edition is latest
Answer: A, ASCE/SEI 7-16. F.7.1 requires loads to be defined in accordance with ASCE/SEI 7-16, and A.4.2 cites Part F mandating the 2016 edition as an example of a fixed edition. Source: Dubai Building Code (2021 edition), Part A, A.4.2 and Part F, F.7.1.
What minimum compressive strength does the DBC require for structural concrete?
- fcu = 25 N/mm² (f′c = 20 N/mm²)
- fcu = 40 N/mm² (f′c = 32 N/mm²)
- fcu = 30 N/mm² (f′c = 24 N/mm²)
- fcu = 35 N/mm² (f′c = 28 N/mm²)
Answer: D, fcu = 35 N/mm² (f′c = 28 N/mm²). F.6.2.2 requires structural concrete to have fcu not less than 35 N/mm² and f′c not less than 28 N/mm². fcu 40 / f′c 32 is the minimum for post-tensioned slabs and beams (F.6.3.3). Source: Dubai Building Code (2021 edition), Part F, F.6.2.2.
